PERRY'S FLAT TAX IS SIMPLIFICATION BUT NOT REFORM
By DICK MORRIS
Published on DickMorris.com on October 28, 2011

I used to like the flat tax. In fact, I used to propose exactly what Rick Perry is now pushing - an optional flat tax where taxpayers could either make their way through the labyrinth of IRS fine print in search of deductions or could just pay a flat percent of their income in taxes and be done with it.

But then came 2007-2008 and the flaws in our economy became glaringly apparent: The pursuit of wealth through loopholes in the tax code and other speculative devices rather than by productive investment in economic growth. So when Herman Cain proposed 9-9-9, I was and am ready to embrace the idea.

Though imitation is the sincerest form of flattery, Perry's rush to put his own tax reform on the table is an obvious attempt to horn in on the limelight in which Cain has basked. But the proposals are just not comparable.

Cain's goal is to reduce the drag that the income tax puts on entrepreneurial initiative and hard work. By slashing the income tax rate, effectively, in half, he makes it that much more worthwhile to get up in the morning, take risks, work hard, take chances, and invest in progress. By eliminating the capital gains tax, he rewards investment and ownership and makes it possible for people to move up the economic ladder, not through phony teaser Fannie Mae mortgages, but by smart purchases and skillful investing.

The goal of Perry's proposal is far more modest: He wants to cut our paperwork. He wants to make it possible to file one's taxes in a few minutes rather than devote days and weeks to the task. He proposes, essentially, a short form for middle income and rich people so tax preparation won't consume their lives. It's a worthy goal. We need to trim the ranks of IRS auditors and staff and free people to make sound investment decisions regardless of the tax consequences. We need to get the IRS out of our lives and a flat tax is a good way to do it.

But Cain's proposal is so very much more important. Perry will nibble around the edges, freeing valuable hours from tax preparation to be available for wealth creation. But Herman Cain would establish America as a beacon for investors, entrepreneurs, inventors, creative business people, and all manner of upwardly mobile, ambitious men and women. He would give the U.S. the lowest personal and corporate tax rates in the world, and the only place where investment earnings are tax free. In the process, he and his plan would kindle decades of robust economic growth. He would make the next few decades a continuation of the American Century.

To trivialize Cain's big idea by comparing to Perry's small one is a vast disservice. Perry would not reduce the amount of money taken in by income and corporate profit taxation. He would just shift it to shorter forms and a nominally lower rate (but not really lower). Taxes would appear to be cut, but the amount we would have to pay would be more or less the same. He even strives to have his program seen as revenue neutral.

Cain would shift about half of our nation's tax revenues to consumption taxes and away from income taxes. He would vastly reduce the disincentive to earn and encourage savings and investment by taxing spending.

It is not enough to undo the damage Obama has done to the economy by repealing his spending, taxing, health care, and regulatory actions. All that will do is dial us back to the sick economy Bush bequeathed to America. The diseases of the first decade of the 21st Century will still be with us. But Cain's ideas really get at the heart of the problem -- in much the same way that Reagan's reducing of the top personal tax rate from 70% to 28% solved the stagflation of the 70s.

Cain's reforms are the real deal. Perry's are a pale imitation.

We have all been warned that this Presidential contest will be the dirtiest we have ever experienced, and we are seeing it with these allegations from Politico against Herman Cain.

Since those on the left have not been able to discredit Herman Cain’s excellent ideas, they have decided to attack him personally. Yes, it is an all-too-familiar story: The left throws out their baseless allegations and then adds to them with hearsay, innuendos, and just plain gossip. Soon the conservative person’s reputation is besmirched which is the resolution that the leftists seek. By the way, Herman Cain has been married to his wife Gloria for 43 years.
Of course, all these sexual harassment charges are built up by the leftists against conservatives while ignoring the instances of sexual harassment charges and other serious offenses committed by such Democrats as Bill Clinton, Alcee Hastings, Edward Kennedy, Barney Frank, Sandy Berger, Henry Cisneros, James McGreevey, Jesse Jackson, Robert Torricelli, Gary Condit, Eliot Spitzer, John Murtha, Gerry Studds, Marion Berry, Daniel Rostenkowski, Lafayette Thomas, Lena Swanson, James Traficant, Jr., and many others.

The reporters who wrote this article for Politico (posted below) have followed the common leftist playbook pattern: Throw the “red meat” allegations out there to the public at the beginning of the article because the American people who typically hate to read will not read an article to the very end.

Knowing how these reporters work, I have decided to reverse the planned sequence of the following article and am going to move the last part of the article to the first. What you will see first are the positive statements made by Herman Cain’s associates at the restaurant association who respect him greatly and have personally vouched for his character and fair treatment of men and women alike.

In my opinion, the best part of this article occurred when Herman Cain was being aggressively questioned by a reporter who challenged Cain by asking whether he had ever been accused of harassment of a woman; and after a short pause, Cain asked the reporter, “Have you ever been accused of sexual harassment?”

In our world today, we know that the best way for a liberal woman to destroy a conservative man is to accuse him of sexual harassment. Anita Hill in 1991 taught American leftist women that old trick when she accused esteemed U. S. Supreme Court Justice Clarence Thomas of sexual harassment. Of course, Anita Hill’s allegations were bogus; and Clarence Thomas has gone on to become one of the most admired and respected Supremes on the bench.

I trust that these allegations raked up by Politico will be put back in the sewage container from which they came and that Herman Cain will go on to become the next President of the United States.

Exclusive: 2 women accused Herman Cain of inappropriate behavior
By JONATHAN MARTIN & MAGGIE HABERMAN & ANNA PALMER & KENNETH P. VOGEL | 10/31/11 12:48 AM EDT

[I moved the last part of the article to the front of the article. – Donna Garner]
Ron Magruder, Denise Marie Fugo and Joseph Fassler, the chair, vice chair and immediate past chairman of the National Restaurant Association board of directors at the time of Cain’s departure, said they hadn’t heard about any complaints regarding Cain making unwanted advances.

“I have never heard that. It would be news to me,” said Fugo, who runs a Cleveland, Ohio, catering company, adding such behavior would be totally out of character for the Cain she knew. “He’s very gracious.”

Fassler, who helped bring Cain on board as CEO of the restaurant association, said that any inappropriate behavior was not brought to his attention and that he would be upset to learn it had gone on and he was not made aware of it.

“That’s a shock to me,” Fassler said. “As an officer during all of Herman’s years there as a paid executive… none of that stuff ever surfaced to me. Nobody ever called me, complained about this, nor did I ever hear that from Peter Kilgore, nor did I ever hear that from Herman Cain.”

Fassler – who ran a Phoenix food-service company and finished his term as chairman the month before Cain’s June 1999 departure but remained on the board’s executive committee – described Cain as treating men and women identically and asserted it was “not within his character” to make unwanted advances. “It’s not what I know of him,” Fassler said.

Much like Fassler, almost all board members remember Cain fondly and say he left on good terms.

Cain was “extremely professional” and “fair” to female staffers at the restaurant association, recalled Lee Ellen Hayes, who said she “worked fairly closely with” Cain in the late 1990s, when she was an executive at the National Restaurant Association Education Fund, a Chicago-based offshoot of the group.

Cain’s treatment of women was “the same as his treatment of men. Herman treated everyone great,” said Mary Ann Cricchio, who was elected to the board of the restaurant group in 1998. She said Cain left such a good impression on the organization that when he spoke at a group event in January of this year, as he was considering a presidential bid, “he had unanimous support in the room.”

Revelations about the settlements come as members of the association’s board planned to meet this month to talk about ways to use the organization’s clout to boost Cain’s campaign.

Ideas to be discussed included making a donation to Cain from the organization’s political action committee, which typically doesn’t contribute to presidential campaigns, and, more significantly, organizing a fundraiser for his campaign.

Lynn:
I just wrote this after reading an article online that gave me a look at the likes of a Romney for president against Obama - - - and now Hillary is being encouraged to run 3rd party which would split the vote and give it back to Obama…… and I had to vent.

“…. Then there’s the weakness of the GOP leadership. They don’t know how to fight. They’re all about compromise. “Maybe if we play nice, the Democrats and the media will like us.” Yeah, right…. - – a quote from a Godfather Politics article.

When I read this today, indignation rose up in me to the point I could no longer remain silent.

I have LONG held the personal opinion that you cannot compromise with evil and remain good. There is proven guidance on that. II Chronicles 7:14 says, “If my people who are called by my name shall humble themselves and pray, and seek my face, and turn from their wicked ways; then will I hear their prayers and forgive their sins and will heal their land.” It doesn’t get much clearer than that. There is a right way - - and a wrong way.

There’s an old saying that says, “When you find yourself in a hole, stop digging!” This formerly prosperous nation is presently deeply in a hole!! Compromise is the digger’s name! Compromise is just a slower sneakier way down the wrong path! It’s just keeping on with the digging! I’m sick and tired of holding my nose having to vote against a leftwing radical liberal whose secret - or public - goal agrees with Marxism/Communist goals to bring this free nation down, when all I have for my only other choice is a person who wants you to believe he is a strong Constitutional Conservative, but who really is a compromising – speak-one-way-and-do-the-opposite, change-directions-after-elected, compromising, self-serving (– the Constitution be damned -) office holder because “his time has come”.

The liberals in our country are laughing at we Conservatives as we continually choose a “less-than-dedicated, strong Constitutional Conservative fighter for our country”! And now they have taken such a hold on this country that they have the entire planet laughing at us!!!! What on earth will it take - - total anarchy and destruction?? - - before we wake up and develop the courage and resolve to stand up straight and tall, and select a REAL, PROUD, UNCOMPROMISING DEDICATED AMERICAN (– the EXACT OPPOSITE of a mush-mouthed weak-kneed flip-flopping compromiser - -) who has the ability to provide we Americans a true choice at the polls???

The liberals have become quite bold and publicly blatant with their goal of Marxism/Communism for this country, capturing the Democrat party with their dictatorial unconstitutional actions. It doesn’t even make us gasp with unbelief anymore! They are PROUD of their anarchy!!! IN MY FREE COUNTRY!!!! I’M APPALLED!

GIVE ME TRUE CONSERVATIVE LEADERSHIP - - PROUD, UNCOMPROMISING, CONSTITUTIONAL LEADERSHIP! Leadership that will again cause freedom’s rebirth, born of our patriotic roots; courage, individual freedom, respect and personal responsibility. These are things that made us a great nation filled with true leaders, innovators and entrepreneurs that have changed the world for better. It is up to us to require leaders and a President that will unleash us from the bondage of government control in every imaginable aspect of our lives! If we don’t do it now…… as hard as it will be starting now to defeat the enemy growing within …… if left unresolved now, it could become impossible to do it later. We will lose! COMPROMISE IS NOT THE ANSWER!!! We have “compromised” our way into the dark depths of despair today! WE CANNOT COMPROMISE OUR WAY OUT!!

Open your eyes and ears. Be aware of the truth. Look into the candidates’ eyes – the windows of man’s soul – and search their hearts. Know our history, our heritage, honor the sacrifices made to bring us into existence. You are responsible for the future of this nation. Be guided by nothing short of the truth - -and the truth must be searched out. It’s your homework! Our founders sought out Divine Guidance in the formation of this country. We are responsible for asking for Divine Guidance in its life and future for our children and future generations. May we give it all we have – unreservedly, and without compromise - to make it right.

Nathan:

FIRST, require all laws that apply to the rest of the country also apply equally to the Congress;

The above is the first promise in the 1994 Contract With America.I cannot find where in the Constitution it implied the Politician is above the Constitution and the People. He gave his word orally(a man is only as good as his word). His signed his name to the Contract(a man signs his name to a document and finds a way to not fulfill it is a derelict). They had more R's than D's and could not pass.Ask Newt how did he vote ?

Newt prides himself that he gained a majority in both houses since 1953,an accomplishment to be proud,no doubt. And with joy point out they keep their word on 100 day dead line, but never talks about the content of the Contract and it consequences. They promised term limits and J.D.Hayworth did the public oral promise and the signing the contract and campaigned he would only be in Congress for 2 terms and go home.6 terms later he went on and ran for US Senate against John McCain and did the and signature Lie again on 2 terms and go home to the Tea Party of Arizona. My only advice is;when you put a man on a pedestal, you need to give him a toilet seat.My conscience will never let me live with supporting unrepentant politicians nor believe their media mouth pieces.

Perfect! Comedy pieces like today's add more weight to reasons why you are tone deaf about politics and issues and why you'd find it tough to run as a candidate or be a political operative. Over a day ago, it was announced that Ricky Bobby Perry would participate in debates. Duuuuuuhhhhhhh! A day later and a topic short.

You talk about things that are not on the front burner of the American people's stoves. You just keep repeating the same old topics about immigration and how you want to take away a woman's and man's rights to have a family the way they want to.

In total, you are an imperfect person yourself whose inability to control his own life angers him to the degree that he must try to tell others how to run theirs.

What a joke! It may be time for you to get a new life or a new career. A Wal-Mart greeter wouldn't work. You'd argue with each customer as they come thru the door. Perhaps Ben 'Hakim' could hire you as his call screener.

Lynn-
Evidently Global Warming is the reason that we have the earliest snowstorm in history on the east coast. I hope we don’t get anymore Global Warming because we could have an Ice Age. Oh they tried to scare us with that earlier.

Lynn,

Is Bob Schieffer really so ignorant that he was unaware of Margaret Sanger's anti-black, eugenics agenda and motivation?

My guess is that those facts are ignored by the likes of Schieffer since they conflict with the liberal narrative.

Hello, Lynn,

Great show as always. You mentioned a man who is a 1997 graduate of Harvard Law School and some of his comments on the current Herman Cain imbroglio. I didn’t catch his name or website, but I was very interested in some of the things you mentioned he had do say. Would you mind giving me the man’s name and website?

Thank you very much,

Lynn, just saw a promo for Brian William's new show on NBC. They were hyping a story about Chinese women gaining citizenship after coming to the U.S. and giving birth. As a listener of your show I remember you talking about this almost a year ago. In other words, thank you for what you do, and keep up the good work! God bless!
